WASHBURN COUNTY -- A criminal complaint has been filed in Washburn County Circuit Court charging Robert Dulian with four counts of Class F Felony Injury by intoxicated Use of Vehicle following the crash that occurred on December 7, 2020, when Dulian’s vehicle allegedly collided with a buggy carrying an Amish family. The crash left four of the family’s children with serious injuries.
The Washburn County Sheriff’s Office issued a press release on December 10, 2020, stating that Dulian had been taken into custody following the crash and that the horse that was pulling the buggy had to be put down at the scene of the crash.
Multiple law enforcement agencies assisted at the scene of the crash including the Washburn County Sheriff’s Office, Barron County Sheriff’s Office, Wisconsin State Patrol, and a Warden with the Wisconsin Department of Natural Resources.
A Wisconsin State Patrol Trooper spoke with Dulian, who had been identified as the driver of the vehicle involved in the crash. The Trooper could smell a strong odor of intoxicants coming from Dulian, according to the criminal complaint filed against Dulian.
When asked, Dulian stated that he had been drinking between noon and 3p and had consumed a “couple three beers”. Dulian told the Trooper that the buggy turned in front of him. The only visible injury to Dulian at the scene of the crash was a cut on his hand, the criminal complaint goes on to state.
The Trooper attempted to conduct field sobriety tests with Dulian, however, Dulian was unable to successfully complete the tests. A preliminary breath test conducted with Dulian gave a result of .136. Dulian agreed to submit to an evidentiary chemical test of his blood and the Trooper transported Dulian to a medical facility.
While at the hospital Dulian allegedly explained the crash scene to the same State Patrol Trooper who had been at the scene with him and asked if the Trooper had been there.
The criminal complaint states that injuries sustained by the children were broken bones including broken ribs, lacerations, head injuries, and one child was missing a large part of her finger.
At a hearing on December 8, 2020, the Court placed Dulian on a $10,000 cash bond. Dulian appeared on December 14, 2020, regarding his charges and is scheduled to appear again in January 2021.
