The arrest unfolded at approximately 1:58p when troopers from the WI State Patrol conducted a routine traffic stop on Hwy 27 near Hayward in Sawyer County, citing an equipment violation. As they approached the vehicle, "troopers noticed the odor of marijuana emitting from the vehicle," prompting a more thorough investigation, according to the Wisconsin State Patrol.
Upon further inspection, Phalen was found to be operating a motor vehicle under the influence of a controlled substance for the fifth time. In addition to the OWI charge, he also faces allegations of marijuana possession.
Following the arrest, John M. Phalen was promptly transported to the Sawyer County Jail, where he was handed over to the appropriate authorities for processing.
