Child Welfare Check Leads To Drug Bust, Three Arrests

SAWYER COUNTY -- Officers with the Lac Courte Oreilles (LCO) Tribal Police Department were recently called on to conduct a welfare check on a residence where it was suspected that controlled substances were being used in the presence of small children.

An anonymous call was received by Sawyer County law enforcement alleging that heroin was being used in a residence on Drytown Avenue and that children were inside the residence.

LCO Tribal Police Officers contacted the LCO Indian Child Welfare (ICW) Department and requested that someone be on standby while a team was coordinated to respond to the residence and initiate that welfare check. LCO Officers had previous knowledge regarding drug use at that residence including a suspected heroin or opiate overdose and so the responding Officers were equipped with Naloxone (NARCAN), according to the criminal complaint.

When Officers arrived at the residence, they observed a female, identified as Amy Jack, age 39, looking out a window. As Officers approached the west door of the residence, it was opened and a male, identified as Tecumseh Jack, age 21, exited the residence. Tecumseh told Officers that he did not own the house and that he did not know where the primary occupants of the house were. When told that Officers had observed Amy Jack through the window and that they wished to speak with her, Tecumseh opened the door, at which time a cloud of smoke emitted from inside the residence. Officers recognized the odor of the smoke as marijuana. When told to stop where he was, Tecumseh allegedly instead ran inside the residence, slamming the door shut and locking it.

Due to the safety concerns raised by the request for a welfare check on children possibly located inside the residence as well as concerns about preserving evidence, Officers attempted to open the door, confirming that it was locked. A door on the north side of the residence was also found to be locked, at which time Officers gained forced entry into the residence.

As Officers entered the residence, they came into the living room of the home and through a cloud of heavy marijuana smoke could see at least 2 children (ages found to be 2 and 4 years old) in the smoky room. An Officer remained with the 2 children to ensure their safety until an ICW Worker could respond to the residence to assist with the children.

Amy, Tecumseh, and another male, identified as Dylan Jack, age 18, were located nearby and taken into custody. Officers learned that 2 more individuals, including another juvenile female, were in the upstairs of the residence, and 2 males were allegedly in the basement.

When Officers checked the basement of the residence they found a broken window and two sets of footprints in the snow leading away from the residence.

As Officers interviewed those found inside the residence, they saw that the juvenile female located in the upstairs of the residence appeared to be under the influence of a controlled substance; she stated that she had been provided marijuana. Amy and Dylan each allegedly admitted to smoking marijuana not long before Law Enforcement arrived. Amy also allegedly stated that she was aware of the juvenile female smoking marijuana. Tecumseh allegedly told Officers that he had come to the residence to purchase marijuana from the 2 people who had allegedly been in the basement of the residence.

A search warrant was obtained for the residence and during the execution of the warrant, the following items were located:

  • Digital scale with heroin residue on it
  • 1.3 grams of Heroin
  • 9+ grams of Marijuana found in multiple containers including a cigarette box, glass pickle jar, and a plastic bag
  • Green plastic ‘bong’
  • Numerous items with burnt residue (some of which tested positive for heroin) including aluminum foil pieces, pocket knife, a black plastic smoking device, and a plastic pen tube
  • A box of aluminum foil found in the basement
  • Several Hundred Dollars US Currency
  • Multiple Cell Phones and Tablet devices and 1 Flash drive

Criminal charges have been filed against the 3 individuals arrested. At the time of this post, DrydenWire.com did not locate any new charges against the 2 individuals alleged to have been in the basement of the residence, so their names are not included here.

Amy Jack


Amy Jack is charged with Class I Felony Maintaining a Drug Trafficking Place; Class I Felony Possession of THC (Tetrahydrocannabinol)-2nd & Subsequent Offense; Misdemeanor Possession of Drug Paraphernalia; Misdemeanor Contributing to the Delinquency of a Minor. Amy was placed on a $250 cash bail bond and made an initial appearance regarding her criminal charges on January 28, 2020. She is scheduled to appear again in March. Conditions of her bond allow supervised visits with any minor children as facilitated through ICW.

Dylan Jack


Dylan Jack has been charged with Class I Felony Maintaining a Drug Trafficking Place; Class I Felony Manufacture/Deliver THC (Tetrahydrocannabinol) (<=200g); Misdemeanor Contributing to the Delinquency of a Minor, Misdemeanor Possession of THC (Tetrahydrocannabinol); and Misdemeanor Possession of Drug Paraphernalia. Dylan was also placed on a $250 cash bail bond. He made an Initial Appearance on January 30, 2020, and has filed a request for a new judge to be assigned to his case.

Tecumseh Jack


Tecumseh Jack is facing charges of Misdemeanor Possession of THC (Tetrahydrocannabinol); and Misdemeanor Possession of Drug Paraphernalia. The Court ordered a $500 cash bail bond for Tecumseh. He also made an Initial Appearance regarding his charges on January 28, 2020, and is set to appear again in February 2020. Online circuit court records also show that Tecumseh is scheduled to be sentenced March 2020 on Felony Drug-related charges previously filed against him in Price County Circuit Court.

Pursuant to the direction of the Wisconsin Supreme Court, as found in Supreme Court Rule 20:3.6, Trial Publicly, you are advised that a charge is merely an accusation and that a defendant is presumed innocent until and unless proven guilty.
