SAWYER COUNTY -- An investigation into suspected drug trafficking in Sawyer County has resulted in criminal charges against 4 people after a traffic stop led to the execution of search warrants at two apartments in the Village of Ojibwa and the seizure of 40 grams of heroin, according to a press release from the Sawyer County Sheriff’s Office.
On April 4, 2020 a Sawyer County Sheriff’s Deputy stopped a vehicle for a traffic violation. Sawyer County K9 unit responded to the scene to assist, and the K9’s alert indicated the possible presence of controlled substances in the area of the driver’s seat.
The driver of the vehicle, identified as Diana Ruiz, admitted that she had concealed a package of heroin inside her person and retrieved it for Law Enforcement, according to a criminal complaint filed in Sawyer County Circuit Court.
Deputies identified the passenger of the vehicle as Jordan Carley. Carley allegedly admitted that they had obtained the heroin from a neighbor, identified as Darryl Ruwe, and that they were attempting to complete a sale of the heroin and were to return the money to Ruwe, who had just returned from a ‘run’ to pick up heroin out of town in order to sell it.
The Sawyer County Sheriff’s Office had previous information that an individual by the name of ‘Darryl’ was suspected to be selling heroin in the Village of Ojibwa.
Sawyer County Dispatch advised Deputies that Ruwe had recently been released from prison and had previous felony convictions. Deputies had further information that a firearm might be present in Ruwe’s residence.
A call was placed to Ruwe, requesting that he drive to a location near Radisson in order to pick up Ruiz and Carley because their vehicle had broken down. Ruwe agreed to do so. When Authorities saw Ruwe’s vehicle leave the residence in the Village of Ojibwa, a traffic stop was conducted on the vehicle.
The driver of the vehicle was identified as Richard Emery, and Ruwe was identified as the passenger of the vehicle. Authorities searched Emery and Ruwe for weapons, and located a small amount of marijuana on Ruwe’s person.
Law Enforcement obtained search warrants for the residences of Ruwe and Carley in the Village of Ojibwa and during the execution of those search warrants, located 39.89 grams of heroin, 2.98 grams of marijuana, items of drug paraphernalia, a large amount of cash and a loaded .22 caliber semi-automatic handgun. All items were seized for evidence of narcotics trafficking.
Ruwe and Emery were taken into custody and placed on $25,000 cash bond by the Court. At a recent hearing, the Court reduced Emery’s cash bond to $7,500 upon a motion by defense counsel, according to online circuit court records.
Darryl Ruwe
Darryl Ruwe is charged with Class D Felony Possession with Intent to Deliver Heroin (>10-50g), Repeater; Class I Felony Maintaining a Drug Trafficking Place, Repeater; Class G Felony Possession of a Firearm by a Felon, Repeater; Misdemeanor Possession of Tetrahydrocannabinols; and Misdemeanor Possession of Drug Paraphernalia.
At the time of this post, Ruwe remains in the custody of the Sawyer County Sheriff’s Office. Online circuit court records indicate that Ruwe has requested that a substitute judge preside over his criminal case and a new hearing date will then be scheduled.
Richard Emery
Richard Emery is charged with Class D Felony Possession with Intent to Deliver Heroin (>10-50g), Party to a Crime. He remains in the custody of the Sawyer County Sheriff’s Office at the time of this post and is scheduled to appear in court again in May 2020 regarding his criminal charges.
Jordan Carley
Jordan Carley is charged with Class F Felony Possess w/Intent-Heroin (<=3g), Party to a Crime, Misdemeanor Possession of Tetrahydrocannabinols; and Misdemeanor Possession of Drug Paraphernalia. Carley is scheduled to appear in court in July 2020 regarding his criminal charges.
Diana Ruiz
Diana Ruiz is also charged with Class F Felony Possess w/Intent-Heroin (<=3g), Party to a Crime, Misdemeanor Possession of Tetrahydrocannabinols; and Misdemeanor Possession of Drug Paraphernalia.h A court hearing is scheduled for Ruiz in May 2020.
Pursuant to the direction of the Wisconsin Supreme Court, as found in Supreme Court Rule 20:3.6, Trial Publicly, you are advised that a charge is merely an accusation and that a defendant is presumed innocent until and unless proven guilty.
