A native of Polk County, Wisconsin, Neil graduated from Unity High School in Balsam Lake before earning his degree from the University of Wisconsin-Madison. His professional background includes experience in banking and Wisconsin state government. He now resides in Osceola with his fiancé and their two dogs.
