7th Offense OWI Charges Filed Against Webster Man

BURNETT COUNTY -- Charges of 7th Offense OWI have been filed against a man following a recent traffic stop; 3 children were also inside the vehicle.

Charges of Felony 7th Offense Operating While Intoxicated - With a Minor Child in the Vehicle have been filed against Richard A Belisle, Jr., of Webster, WI following a recent traffic stop in the Village of Siren.

According to the criminal  complaint the Siren Police Department received a report of an intoxicated driver. A Siren Police Officer located the vehicle in the school parking lot in Siren, WI. The driver of the vehicle was identified as Belisle and after a records check confirmed that Belisle did not have a valid driver’s license, the Officer stopped the vehicle.

When the Officer approached the vehicle he could smell the odor of intoxicants and also saw that there were three children under the age of 16 inside the vehicle along with another adult male (later identified as the father of the three children).

The Officer attempted to complete field sobriety testing with Belisle, however, the criminal complaint states that he was not able to successfully complete the tests, and was placed under arrest for Operating While Intoxicated. Belisle refused to voluntarily supply a sample of blood for testing, so Officers requested a Search Warrant for a sample of blood and that was granted. The results of the testing on Belisle’s blood are not known to DrydenWire.com at the time of this post.

The criminal complaint goes on to state that while Belisle was being transported to the Burnett County Jail, he allegedly told the Officer that he ‘never should have injected that stuff’, going on to say that a friend had provided him with a substance that he injected into himself to help him stay aroused.

Belisle has previously been convicted of Operating While Intoxicated four times in the State of Arkansas, and twice in the State in Wisconsin, with the most recent conviction occurring in 2013 in Burnett County.

If convicted of Felony 7th Offense Operating While Intoxicated - With a Minor Child in the Vehicle, Belisle faces a maximum penalty of 25 years imprisonment.

Online circuit court records show that the Court placed Belisle on a $750 cash bail bond at a hearing on November 21, 2018, and that bail bond was posted that same day. Belisle made an initial appearance on these OWI charges on December 19, 2018, and is scheduled to appear again in February.

In a separate case filed against Belisle in December 2017 in Burnett County, he is facing charges of Class I Felony Possession of Methamphetamine, and Misdemeanor Possess Drug Paraphernalia. According to online circuit court records, Belisle was placed on a $2,500 signature bail bond prohibiting him from using or possessing any illegal drugs, substances, or drug paraphernalia. Belisle plead Not Guilty to those charges in August 2018, and is scheduled to appear again in February,
